Transferring nothing should be instantaneous

As can be seen in http://prnt.sc/cm5tbt , transferring nothing is going to take over 4 hours. This logically doesn't make sense. I mentioned it to Tarle, and he seems to agree with the game that it makes sense, so I figured I should post it here...

Why would transferring nothing take time? .. I mean, nothing is being transferred. We could just say nothing arrives instantly since it's nothing...
Am I wrong?
